Jacksonville Jaguars tackle Richard Collier was shot and critically wounded outside an apartment building early yesterday as he and a former teammate waited for two women they had met at a nightclub, police said.

Collier, 26, and former Jaguars defensive end Kenneth Pettway were waiting in a Cadillac Escalade when a gunman fired into the vehicle, said Jacksonville Sheriff's Office spokesman Ken Jefferson. Collier was shot several times, but it wasn't clear where he was hit.

MOSCOW, Sept. 1 -- The European Union on Monday backed off threats to impose economic sanctions on Russia but said it would suspend talks on a wide-ranging partnership agreement with Moscow until Russian troops withdraw from positions inside Georgia.

The decision, made at an emergency summit of European leaders in Brussels, followed Russian statements suggesting a renewed willingness to pull back its troops if international forces replaced them and guaranteed the security of the two breakaway Georgian republics at the center of the crisis.

NEW DELHI, Sept. 2 -- Close to 2.5 million Indians remained stranded, homeless and hungry in flood-ravaged villages in the eastern part of the country Tuesday, 17 days after a river burst a dam in neighboring Nepal and changed course.

Heavy rains and the swelling waters of the Kosi, often called the "river of sorrow" and worshipped by local people, caused havoc in almost 1,000 villages in Bihar state. Panic-stricken people fled to higher ground, tree tops and cramped makeshift camps.

NEW ORLEANS, Sept. 1 -- The Big Easy became the Big Empty -- few people and no floodwater, hardly, given expectations. Man, was it strange. Strings of Mardi Gras beads from parties past flapped like pennants from shredded awnings. But it was a good strange.

Midway through Hurricane Gustav in late morning -- with wind uprooting palm trees, rain shooting sideways and water in the Industrial Canal sloshing over the levee like a menacingly full bathtub agitated by an evil child -- the streets were empty, which was no surprise. It was hellish out there.

The Arctic sea ice level is rapidly shrinking and heading toward a new record, as at this point it reached its second-lowest level ever. Over the next few weeks, scientists fear that 2007’s record low will be reached and significantly surpassed.

The prognosis has been released by the National Snow and Ice Data Center in Boulder, Colorado, in charge of monitoring these changes and at this point there is not much that can be done.

As the number of people who test positive for infection with West Nile virus increases, health officials offer advice on prevention of West Nile virus infection. The virus can infect humans via mosquito bites that caught the disease from infected birds.

After the mosquito-transmitted disease claimed the lives of two people in Orange County, a Garden Grove man, age 64, and a 72-year-old Buena Park woman, Shasta County Deputy Health Officer Lou Anne Cummings announced the first confirmed human case of the mosquito-spread virus in Shasta County this year.

Steve Jobs is very much alive, but his obituary was inadvertently published by Bloomberg newswire, giving rise to numerous questions about the tycoon’s health. Given that, Jobs underwent, in 2004, surgery to have a pancreatic tumor removed, many are now wondering whether his recent massive weight loss and his haggard appearance at Apple Worldwide Developers Conference in San Francisco could be signs of his cancer reoccuring.

Moreover, The New York Times’ announcement that he had undergone, earlier this year, a surgical procedure and may suffer from digestive problems only adds up to the rumors that are currently circulating.

However, Apple repeatedly said that his health is good and dismissed any rumors. Nevertheless, the untimely release of Steve Jobs’ obituary should not be interpreted as a confirmation of his alleged health issues, since it is common practice for news organizations to write and update famous people’s obits in advance. For example, the aforementioned The New York Times has approximately 1,200 unpublished obituaries on file.
